Her Excellency Governor Anne Mumbi Waiguru is a renowned technocrat, public policy expert, and the first of only three women governors in Kenya. She also served as the first female Vice-Chair of the Council of Governors in Kenya. Governor Waiguru is recognized globally as one of the most competent female leaders under 50 years. As a thought leader of public-sector reform for more than 15 years, Governor Waiguru has a wealth of experience in both the private and public sectors. Her achievements in both are a manifestation of an emerging stateswoman in Africa.
Governor Waiguru, who holds a Master’s degree in Economics from the University of Nairobi, served as the first Cabinet Secretary to the Ministry of Devolution and Planning between 15 May 2013 and 21 November 2015. Prior to that, she was the Director of Integrated Financial Management and Information System (IFMIS), and the Head of Governance Unit at the Treasury in the Ministry of Finance. Governor Waiguru also served as the Alternate to the Permanent Secretary/Treasury (PS/T) in the Public Procurement Oversight Authority Advisory Board, and as the alternate to the PS/T on the Women Enterprise Fund Board.
She has also served in the past, in her own capacity and on a voluntary basis as an associate board member of a HIV/AIDs home in Kenya and for the Parliamentary Network on the World Bank (PNoWB) East African Chapter. She joined the Kenya Public service when the World bank seconded her to the Cabinet Office as a technical advisor on issues of governance, leadership, and reforms in public service.
She seeks re-election for Governor, Kirinyaga County under the United Democratic Alliance (UDA).
H.E Anne Waiguru hopes to continue undertaking vigorous healthcare reforms, transport and infrastructure upgrades as well as developing an industrial park to manufacture local produce. She has implemented Wezesha Kirinyaga a social-economic empowerment project focusing on four value chains namely poultry, dairy, avocado, and tomatoes. In poultry, 32 community groups comprising 900 households are supported to produce one million eggs a month, earning an extra Ksh1000 daily for each of the households. The dairy, avocado, and tomato projects focus on the establishment of processing factories with an aim of adding value to agricultural produce. An example of this is the hospital linen project that facilitates women tailors to tailor hospital apparel that the county buys at market rates.
Anne Waiguru also brings to the table of public policy design and decision-making the diligence and excellence of her peers, both men and women. Her resilience, sheer drive, commitment to excellence, and ability to deliver on complex tasks across a diverse range of professional fronts have elevated her as a premier role model to seasoned women leaders, emerging leaders, and young women and girls.
